Two drop sets means you complete a drop set (train close to failure immediately reduce the weight by around 15-20% train close to failure again), rest for 1.5 minutes, and do that one more time.

The goal is to provide a more significant stimulus, which can drive muscle gain and strength improvements even in advanced lifters working out at home with just some dumbbells.
